Master degree in legal and political sciences and is currently completing his Ph.D. at the Faculty of Law, University Nova de Lisboa. He was assistant professor of Administrative Law at the University of Macao, of “Telecommunications Business”, at the Institute of Transport, in Lisbon, and of Space Law and Telecommunications, a graduate course of the Nova University. Currently, he is an invited Professor at the Summer Course in Space Law and Policy of the European Centre for Space Law. He was guest researcher at the Centre for Air and Space Law at Leiden University in The Netherlands, benefiting from a scholarship of the Gulbenkian Foundation. Until 1999 he was head of the Legal Department of Postal Services and Telecommunications in Macao, when he joined the ANACOM (National Authority of Communications), as senior specialist. Since 2004, heads the area of European Affairs at ANACOM. It has published several articles on Telecommunications Law, Data Protection Law and Space Law and has participated as a speaker on a number of international conferences in Portugal and abroad. He is vice-president of the Portuguese Association of Air and Space Law.
